Shared Planet worked with Oxfam to research participation in NDCs in the MENA region.
Shared Planet was commissioned by Oxfam MENA to support the development of a regional analysis on the inclusivity and transparency of Nationally Determined Contributions (NDCs) in four focus countries: Jordan, Lebanon, and two North African countries. The aim of this project was to explore the extent to which civil society, particularly marginalised groups such as women’s rights organisations, grassroots movements, and community-based actors, have been engaged in the NDCs development process. As countries approach the third cycle of NDC submissions in 2025, this report was conducted to provide grounded insights into how inclusive these processes have been, identify the key gaps and opportunities that exist, and offer actionable recommendations for strengthening civic engagement in national climate planning.
This research project drew on a combination of secondary literature review, documentary analysis of official NDC texts and related policy documents, and primary data collection through key informant interviews with stakeholders across the four countries. Interviews were conducted with government representatives, technical assistance bodies, and civil society actors, including women-led and youth organisations. This multi-layered approach enabled us to conduct a nuanced, context-specific analysis of how inclusive NDC processes have been to date. The project was framed through a whole-of-society approach, designed to support Oxfam and its partners in shaping a more equitable and participatory climate governance framework across the region.
